Safe & Smart Project - Reconstruction of a School Shelter
The Safe & Smart Project, implemented by the Serhiy Prytula Humanitarian Foundation within Prytula Foundation USA’s Reconstruction of School Shelters program, supports the major overhaul of Radiation Shelter at Lyceum in the frontline Kharkiv Region. The 496.21 m² shelter is designed to accommodate 150 people per shift — 110 students and 40 staff members — and is intended to provide a safe space for children and school staff during air raids.

Progress Achieved
During the reporting period, the project team: completed the technical inspection and assessment of the shelter; developed the design and cost-estimate documentation; completed the comprehensive state expert evaluation and received a positive result; selected and engaged a general contractor; procured initial construction materials and equipment; commenced major overhaul works.
Current Status
The full reconstruction has not yet been completed. The project has progressed through the mandatory preparatory and approval stages and has now entered the construction phase. The preparation required coordination with local authorities, education authorities and the Kharkiv Regional State Administration, as well as completion of mandatory technical and expert procedures before construction could begin.
What Comes Next
Construction and installation works will continue toward completion of the shelter and its preparation for safe use by the school community. The $250,000 grant has helped move the project from planning and technical preparation to active reconstruction — bringing the school closer to having a safe and functional shelter for children and staff.
